The New Jersey Pollutant Discharge Elimination System (NJPDES) Permit allowed the Town of Kearny to operate a combined sewer system given there was an active Long Term Control Plan (LTCP). This sewer system utilized the same pipe network for both stormwater and wastewater, sometimes resulting in combined sewage overflows (CSOs) in the Passaic Valley Sewerage Commission (PVSC) treatment plant. The LTCP helped to evaluate measures to reduce the utilization of the combined system and the occurrence of CSOs. As part of the LTCP effort, Neglia Group prepared reports, attended monthly meetings with PVSC on behalf of the Town, and evaluated measures for reducing CSOs. These measures included the utilization of green infrastructure to reduce stormwater runoff, the increase of storage capacity, reduction of I/I into the system, sewer separation, and treatment of CSO outfalls to ensure compliance with Clean Water Act standards.
