Gregory J. Polyniak, PE, PP, CME, CPWM
Partner/Vice President
Mr. Polyniak joined Neglia Group in 2004 with expertise in both public and private projects, engaging in the design and construction management of numerous development projects since 1997. Greg has provided design plans and specifications for projects of the New Jersey and New York Departments of Transportation. He has also performed stormwater management, stormwater conveyance, and flood studies. He has prepared New Jersey Department of Environmental Protection Land Use, Water Quality, and Water Supply permits. He serves as the firm’s municipal engineering and planning representative for various municipalities, as well as Zoning Boards of Adjustment and Planning Boards’ Engineer and Planner. He has provided both engineering and planning testimony as a municipal representative and as a private development expert on hundreds of occasions.

Thomas R. Solfaro, PE, CME, CPWM
Partner/Vice President – Director of Municipal Services
Mr. Solfaro joined Neglia Group in 2007 has been working in water resources, hydraulic and sanitary engineering, transportation, municipal engineering, site planning and design, and construction management since 1993. Tom is also a Licensed Wastewater Operator. His expertise includes the preparation of utility master planning, feasibility studies, reviews and recommendations of Planning/Zoning Board applications, constructability reviews, Quality Assurance and Quality Control reviews, and State and County grant/funding applications. In addition, he has been responsible for the planning, design, and construction management of municipal capital projects such as storm sewer facilities, potable water facilities, sanitary sewer facilities, roadway infrastructure, streetscape beautification, passive and active parks, and several recreation facilities.
